Attorney Profiles

Celestial graduated from UC Davis School of Law (King Hall) and was admitted to the California State Bar in 2004. 

Celestial's practice includes public and municipal law.

Prior to joining Atchison , Barisone, Condotti and Kovacevich, Celestial practiced public and municipal law at McDonough Holland & Allen PC in Sacramento .  Celestial's practice focused on advising cities, redevelopment agencies, community services districts, water agencies, and other public entities on such matters as open government, constitutional issues, conflicts, land use and planning, environmental compliance, water law, and redevelopment law. 

During law school, Celestial completed a public interest fellowship with Legal Services of Northern California, where she assisted indigent clients with housing, benefits, and employment issues.  Celestial also worked as a teaching assistant at the UC Davis School of Law and the UC Davis Political Science Department, co-authored an article for the UC Davis Law Review with a law professor, served as board member and co-chair of a nonprofit legal foundation, and completed the King Hall Public Service Law Program.

Before attending law school, Celestial spent three years working with a nonprofit affordable housing and community building organization in Portland, Oregon.
