Victoria K. Thompson

Victoria (Tory) Thompson is a Partner at the firm with more than ten years of experience advising cities and special districts. As a Deputy City Attorney for the City of Santa Cruz, she advises on public contracting and procurement, including professional services agreements, construction contracts, competitive bidding, requests for proposals, leases, bid protests, and construction disputes. She also has substantial experience advising public agencies on Americans with Disabilities Act compliance.

Ms. Thompson serves as counsel to several special districts, including the Pajaro Valley Water Management Agency, Ben Lomond Fire Protection District, Felton Fire Protection District, Pajaro Valley Fire Protection District, and West Bay Sanitary District. In those roles, she advises governing boards and staff on the Brown Act, public contracting, claims, employment, eminent domain, water and utility matters, and other day-to-day public agency issues.

Ms. Thompson also serves as special counsel to the City of Campbell Planning Commission, where she advises on land use, housing law, public hearing procedures, and related municipal matters. She also provides supplemental legal services to the City of Campbell, including as to public contracting, contracting with neighboring public agencies and regional Joint Power Authorities (JPA), Public Records Act responses, police subpoenas, grant review, and other day-to-day public agency issues.
